The European Union (EU) is willing to support ECOWAS in the implementation of a Regional Food Security
Reserve (RRSA), intended only for emergency operations in the event of food crises. The project aims to support ECOWAS in the implementation of its regional food security strategy storage, based on complementarily and subsidiary between three lines of defense to address these repetitive food crises:..
locally held stocks, national food stocks, and finally, a regional strategy for food security for regional solidarity to play in a major food crisis. The project, funded by the European Union will be implemented through a centralized management between the French Development Agency and the Spanish Agency of International Cooperation for Development. It is within this framework of setting up the project that ECOWAS is seeking to recruit the following 7 positions:
Duty Station : Lomé, TOGO
Duration: 1 year subject to availability of fund and good performance
Title: Communication Specialist
Level: P3 according to classification of ECOWAS Commission
Education- Experience - Languages
- A Bachelor degree in Communications or related field is required.
- A Master’s degree communication is an asset.
- Have at least five (5) years’ experience in the field of institutional communication is required.
- Have three (3) years’ experience in the field of communication is accepted instead of five years for a holder of Master
degree.
- Have a good knowledge of the agriculture sector in the West African region.
- Be perfectly bilingual French / English.
- Knowledge of Portuguese would be an asset.

Title: Procurement Specialist
Level: P3 according to classification of ECOWAS Commission
Education- Experience - Languages
- A Bachelor degree in Procurement, Market Law, International Business or related fields is required.
- A Master’s degree in the areas of Procurement, Law, International Business or related fields would be an asset.
- Have five (5) years’ experience in the field of procurement in a similar position.
- A total experience of three (3) years is accepted for a holder of A Master’s degree
- Have a good knowledge of the agriculture sector in the West African Region.
- Be perfectly bilingual French / English.
- Knowledge of Portuguese would be an asset.

Title: Head of department « Cellule Info-Stocks »
Level: P3 according to classification of ECOWAS Commission
Education- Experience - Languages
- A Master degree in Business Administration, Economics, Information or related field with relevant professional experience
in monitoring and capturing of technical communications from regional actors, policy makers and donors.
- She/he will be a senior economist expert or administrator of a information and decision making system
- She/he should have a good knowledge of the regional institutional context and be available to travel extensively in the
region with great writing, synthesis and communication skills
- She/he must have proven track record in the management of an analysis tool and decision support and in areas relevant to
food security (agricultural policies in the region which ECOWAS and PAU, food supply strategies safety nets, major donors'
aid policies and strategies, etc.).
- Be perfectly bilingual French / English.
- Knowledge of Portuguese would be an asset.

Title: Regional Analyst (Food Security)
Level: P3 according to classification of ECOWAS Commission
Education- Experience - Languages
- Hold a university degree (BAC + 4 or BAC + 5),
- She/he will preferably be a junior with a background in the field of the analysis of food security and food safety topics in
West Africa and more particularly the Sahel region which faces cyclical food crises.
- She/he must have a minimum experience of two years in the animation of a national or regional system of information and a
good knowledge of the West African institutional context.
- She/he must have a perfect mastery of computer tools and knowledge mapping.
- She/he must have good writing and synthesis skills.
- Be perfectly bilingual French / English.
- Knowledge of Portuguese would be an asset.

Title: Data Base Analyst/Statistics Expert.

Education- Experience - Languages
- Master Degree in Administration, Finance, Agricultural Economics, Socio-economics with 7 years of professional experience
and good experience in food security.
- Have knowledge of food security and nutrition policies and strategies, preferably gained in the Sahel and West African region.
- Have excellent analytical information on all topics related to resilience (agriculture / livestock and food, health, education,
water and sanitation, social protection,).
- Have experience in prevention and management of food crises devices and early warning systems for collecting and analyzing
data from national and international statistical services,
- Have experience in approaching vulnerable -populations’ resilience issues.
- Have a proven ability to work in team.
- Be perfectly bilingual French / English

Title: Operations Specialist

Education- Experience - Languages
- Bachelor degree in Finance, Logistics Management, Audit or Business Management with 5 years of experience and a first
experience in security or food chains.
- Knowledge of food and nutritional security policies.
- Experience in prevention and management of food crises devices and early warning systems for collecting and analyzing data
from national and international statistical services.
- Experience in cross-sectorial approach to vulnerable populations resilience issues.
- Knowledge of sectorial policies implemented in Sahel and in coastal countries,
- Excellent analytical information on all topics related to resilience (agriculture / livestock and food, health, education, water
and sanitation, social protection)
- Proven ability to hustle and teamwork.
- Experience in purchasing, procurement and inventory management.
- Knowledge of ECOWAS procurement procedures, or any other organization of international scope.
- Be perfectly bilingual French / English.
- Knowledge of Portuguese would be an asset
