Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, and wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations. Smooth, reliable and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organisation towards our beneficiaries.

We are recruiting to fill the position below:

Job Title: Human Resources Specialist

Locations: Abuja or Yola ( to be confirmed)
Contract type: National contract
Availability: As soon as possible

Overall Purpose of the Role

  • This role assists the HR Coordinator to ensure compliance to DRC procedures and guidelines within the country.
  • The role contributes to the development of country strategies (particularly on Learning & Development), which are translated into action plans and day-to-day tasks.
  • The role provides support, research and/or technical guidance on HR issues when requested by the HR Coordinator.

Key Responsibilities
Recruitment, development and people planning:

  • Drive and support recruitment and selection activities ensuring compliance with recruitment process
  • Work with senior management team and senior staff on new staff retention strategies and initiatives
  • Ensure proper onboarding process
  • Ensure oversight and consistency in position titles and grades, across all field locations
  • Catalog training that DRC Nigeria staff participate in and collect and analyze training reports submitted by staff
  • Assist in induction training on Code of Conduct, Confidentiality, Conflict of Interest, etc. as needed
  • Assist in people planning activities (e.g. ensure job descriptions are in place for all roles)
  • In collaboration with the HR Coordinator, assist with capacity building measures for national HR staff 
Performance, well-being and compensations & benefits:
  • Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept
  • In collaboration with the HR Coordinator, ensure that performance appraisals are created and processed according to established timelines
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Develop, launch and manage staff well-being initiatives
  • Lead on the development of the Learning & Development Country Plan for Nigeria
  • Conduct Training Needs Assessments (TNAs) on a regular basis and collaborate with managers to ensure both international and national staff are provided relevant capacity building opportunities
Human Resources Policies and Support:
  • Review Human Resources processes, policies, tools and templates and draft/update as needed, providing feedback on areas for improvement
  • Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery
  • Manage the Meetings Tracker and disseminate weekly
  • Prepare and submit reports as per the fixed deadlines and provide ad hoc reports as required
  • Assist the HR Coordinator with the monthly payroll
  • Update regularly the visa tracker and follow up with international staff and HR Office Abuja for visa renewal
  • Execute any other tasks as requested by the HR Coordinator and/or Senior Management Team 
Essential
  • Minimum 3 years' working experience in Human Resources with at least 2 years in a senior Human Resources management role within an NGO
  • Knowledge and experience working with relevant sectoral areas implemented by DRC-DDG Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction;
  • Knowledge of Homere desirable but not essential;
  • Experience delivering trainings and experience with capacitating national staff;
  • Demonstrated commitment and strict adherence to confidentiality;
  • Strong attention to detail and ability to multi-task and manage competing priorities;
  • Effective communication skills (written and verbal);
  • Demonstrated capacity to work collaboratively in a multi-cultural environment with diverse staff;
  • Ability to live and work in an insecure and high-stress environment.

Education
  • Advanced university Degree (or Bachelor level qualification with equivalent years of professional experience) in a relevant field such as Social Sciences, Development Studies, International / Humanitarian Law, Communications or similar;
  • Relevant professional humanitarian qualifications or HR certifications desirable
  • Languages: Fluency in written and spoken English and Knowledge of Hausa and/or other languages used in northeast Nigeria would be a plus.
We Offer
  • Contract: 1 year contract with possibility of extension, subject to funding and Performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for national staff. This position is under Employment band N.MG level 2
