Description

  • FHI 360 is seeking applications for a Deputy Chief of Party for an anticipated USAID-funded Key Populations Activity in Nigeria which will build on current investments made by USAID to reduce risk of HIV transmission among key populations and will improve their enrollment and retention in care and treatment across the HIV cascade. This includes providing HIV prevention, care, and treatment services, as well as addressing structural barriers to KPs accessing these services. The Activity will address critical gaps and bottlenecks in the response to HIV among KPs by implementing a comprehensive package of services in line with the WHO guidelines.
  • The DCOP will be responsible for administrative and financial leadership of the program to ensure quality, timeliness, and efficiency of project set-up, daily operations, and close-out.
  • The DCOP will manage the administrative and logistic infrastructure of key components of the program description and ensure adherence to global standard of excellence in health service delivery programming and donor-specified compliance.
  • The position will be based in Bauchi and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary/Responsibilities 
The Deputy Chief of Party-Technical will have the following responsibilities:

  • Cooperate closely with the Chief of Party (COP) on all technical matters.
  • Lead the response to the specified deliverables, goals of grant agreements, ensuring achievements in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Nigerian context.
  • Oversee a team of technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
  • Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Represent the project in technical meetings, conferences, and coordination platforms.
  • Serve as the primary program representative in the absence/temporary leave of the COP.
Qualifications
  • A minimum of a Bachelor's degree in Public Health, Health Administration, or Management Social Work, with a focus on public health, social sciences, or related field. A first degree in Medicine is preferred;
  • A minimum of seven (7) years of professional work experience in the field of Public Health and HIV. This should be inclusive of a minimum of five (5) years of progressively responsible experience in working on community engagement, mobilization, advocacy or related activities with Nigerian key populations under a United State Government (USG) funded activity that includes program planning, implementation, data use, monitoring and reporting;
  • Demonstrated ability and competency to effectively work with KP leaders and KP-led organizations, and effectively coordinate with a range of stakeholders including government, community and other civil society organizations, and the private sector;
  • Demonstrated working knowledge of U.S. Government program management regulations; and
  • Demonstrated written, presentation, communication and organizational skills in English.
