Background
Mercy Corps Nigeria with funding from UK-AID is implementing Youth Stabilization Initiative for the State of Borno (YOU-SB) programme aimed at reducing the vulnerability of the male and female youth to radicalization and recruitment by extremists groups in Borno by addressing the root causes of violence.
Mercy Corps Nigeria seeks to engage an interested and qualified candidate as a training consultant to conduct Countering Violence Extremism (CVE) trainings for Borno State key Ministry officials and directorates, and YOU-SB team, as a precursor to the development of the Borno State CVE plan and CVE Communication strategy. This training will be conducted in Borno state.
Purpose / Project Description
The North East Nigeria Conflict Management and Stabilization Partnership is funded by DFID (UK-Aid) and is implemented by three different organizations Mercy Corps, Center for Civilians in Conflict (CIVIC), and the Center for Humanitarian Dialogue (CHD). The programme runs from August 2016 to March 2017, with desired intention to continue.
The programme design is guided by Mercy Corp’s programming which has worked on peace and conflict programming since early 2000 and began country work in Nigeria since 2012. YOU-SB is informed by our research findings from April 2016 report, “Motivation and Empty Promises: Violence of Former Boko Haram Combatants and Nigerian Youth” and it’s September 2016 follow on, “Gifts and Graft: How Boko Haram Uses Financial Services for Recruitment and Support,”
YOU-SB partners with civil society, government actors, and traditional community and religious leaders in Borno State. The programme is guided by a commitment to promote inclusive dialogue and constructive collaboration among all stakeholders in order to both decrease immediate violence and start to tackle structural drivers in the region.
YOU-SB is implemented in three Local Government Areas; Maiduguri, Biu and Damboa. Our core interconnected objectives are as follows;
Strengthen the capacity of civil society to positively influence the public discourse on drivers of instability
Increase trust in government through joint community-government initiatives to reduce youth participation in violence
Strengthen and expand government efforts to support youth to fulfil their economic ambitions and reduce their vulnerability to financial inducements from violent
Amplify existing counter narratives to prevent youth participation in extremist group
Consultant Objectives
The consultancy contributes directly to overall objective of the Youth Stabilization initiative for the State of Borno (YOU-SB) programme under outcome 2: Strengthened government and community initiatives that work together to reduce youth participation in violence, by supporting Borno State government and communities to develop CVE plans.
The Consultant Will
Consultant Activities:
Undertake a desk review of project documents and other pertinent documents, to inform the consultancy process;
Propose a draft outline of the content/curriculum of the training manual with the various modules, based on the TOR
Design a draft and final version of the step-by step training manual detailing the training objectives, content, methodologies, timing and tools to be used per module
Develop a participant workbook or tool kit adequate for the content of the training manual
Conduct high profile CVE trainings for Borno State authorities: key Ministry officials, directorates, sectors and YOU-SB team, as a precursor to the development of the Borno State CVE plan and, CVE Communication strategy.
Develop a frame work for the development of CVE plans; integrating relevant sectors
Provide technical support and facilitate the development of Borno State CVE plan and communication strategy
Provide a technical report on the process, lessons learnt and recommendations.
Timeframe / Schedule
Consultant Deliverables:
The period of this consultancy is a maximum of 30 days.
The Consultant Will Report To
This consultancy needs to be conducted starting from 7th November 2016 with an estimated timeframe of 30 days, including travel, preparation and training and can be a combination of in-country and home based working days and can be also non-continuous. The following is an indicative timeframe:

Cover letter to include a brief overview about which of your previous experiences makes you the most suitable candidate for the advertised position.
Examples of previous relevant work including web links, references or copies of written work on countering violent extremism
Financial Proposal (Specifying a total lump sum amount in USD for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum amount (daily rate and number of anticipated working days, travel, per diems and any other possible costs). Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services).
