Qualifications
  • Master’s degree in Finance, Business, Engineering or Economics
  • Experience in capital budget-related programmes in Nigeria, West Africa, or other developing countries
  • Demonstrated experience with preparing PPP Feasibility studies, Project Structuring and scheduling and Transaction implementation (including financial and economic analysis, PPP options analysis, Risk assessments and allocation, Value for Money assessments, contract design and tender documentation)
  • Substantial and varied experience in PPP projects in power, roads, infrastructure sectors
  • Experience in PPP capability building and/or training, tender process management and negotiations
  • Successful financial closures; experience with both public and private sector clients would be an asset
  • Substantial experience in PPP projects in developing countries, including Asia and Sub Saharan Africa, experience in Nigeria would be of preference
  • Deep expertise/specialisation in one of the following topics: implementing technical assistance programmes for investment decisions, governance, finance, and infrastructure
  • Clear understanding of tools and methods required for assessing investment needs and identifying bottlenecks to economic growth, quality assurance, planning, implementation, and M&E for large scale interventions
  • Clear understanding of gender and vulnerable population issues related to power investment in Nigeria
  • Demonstrated experience undertaking high-risk projects considered environmentally and socially sensitive
Who You'll Work With
You will work on our Nigeria Infrastructure Programme and will be based in Lagos.
Building on the success of the two earlier phases, the programme will provide high quality embedded and short-term expertise to Nigerian government and regulatory counterparts to support improved delivery of infrastructure services.

What You'll Do
You will be responsible for the delivery, management, and quality assurance of technical assistance related to the Government of Nigeria’s work in developing and promoting Public-Private Partnerships (PPPs) as vehicle for infrastructure enhancement.
You will guide specific areas of the programme based on expertise (e.g., PPPs, governance, investment, etc.). You will be responsible for providing technical support and guidance on running a full PPP cycle, including: helping to filter PPP proposals to ensure resources are spent for proposals with the highest impact and probability of success; guiding the preparation a best practice RFP process, including selection of high quality bidders and evaluation criteria; supporting process and core analyses to conduct a comprehensive yet efficient evaluation of potential PPP proposals; providing guidance and technical assistance on running best practice call for tenders and bid evaluations; supporting process and core analyses to conduct a comprehensive yet efficient evaluation of potential PPP proposals; providing guidance on negotiation best practices and strategies, with a focus on negotiation process and frameworks to use; providing guidance on finalising a PPP, and Supporting post PPP and post contract/monitoring support.
You will design, manage, and deliver technical assistance projects related to those specific areas, and lead knowledge management and communications within your areas of specialisation. You will ensure an effective monitoring and evaluation system for within your areas of specialisation with a strong learning component. You will also be responsible for broadening Public Private Partnership work into looking across waterfront of financing and management options, as well as broadening CBA type training, embedded in project appraisal and selection.
