Overall purpose of the role : The Risk and Compliance Manager (RCM) is responsible for supporting the Country Director (CD) with all aspects of designing, planning, and implementing the risk and compliance strategy and mechanism throughout the DRC Nigeria country programme – including the Core Humanitarian Standard(CHS), Code of Conduct (CoC), and Prevention of Sexual Exploitation and Abuse (PSEA). In particular, the RCM will design and develop core processes and standard operating procedures for the feedback, reporting, and complaints mechanism; train all DRC full-time, casual, and volunteers in accountability principles and practices; and lead on coordination and liaison with programme and support unit staff to ensure successful implementation and compliance with the accountability strategy and mechanism.
Responsibilities: Under the management and direction of the CD, the RCM will:
- Strengthen, further develop, and ensure implementation of the Risk and Compliance strategy and action plan for DRC Nigeria;
- Develop and implement the various trainings as per the action plan for all DRC Nigeria full-time, casual, and volunteer staff;
- Strengthen the existing mechanisms at DRC Nigeria and ensure that adequate measures are implemented at field level, ensuring that all beneficiaries, stakeholders, and community members understand the DRC accountability framework, Code of Conduct, and how to access the feedback, reporting, and complaints mechanisms;
- Support and manage DRC Nigeria Risk and Compliance staff, including development of a training and capacity building plan and regular field trips to provide technical support and guidance;
- Work closely with the DRC Head of Programme (HoP) and DDG HoP to ensure all sector coordinators and/or managers are adequately supported to develop/adapt the country risk and compliance strategy and mainstream it throughout their programmes;
- Working closely with the CD and SMT, ensure internal compliance with the CHS and Code of Conduct at DRC Nigeria.
Experience And Technical Competencies
- At least 2-3 years of professional experience working with humanitarian / development organisations with responsibilities for risk and compliance and/or programme quality functions;
- Knowledge of relevant sectoral areas implemented by DRC Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction;
- Highly developed skills and demonstrated capacity developing risk and compliance strategies and mechanisms, including implementation and training in related principles and practice;
- Advanced knowledge and demonstrated ability of principles and practices related to confidentiality, protection, and interviewing of extremely vulnerable individuals in a humanitarian context;
- Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context;
- Ability to live and work in an insecure and high stress environment.
Education
- University degree in a relevant field such as social sciences, development studies, international / humanitarian law, communications or similar;
- Professional humanitarian qualifications / recognised training certificates in Accountability-related areas (CHS, PSEA, investigations, etc).
Languages
- English – fluent
- Hausa and other languages used in northeast Nigeria an asset, but not essential to the position
