Job description
NCBA CLUSA is currently seeking a qualified candidate for the positon of Technical Director to support NCBA CLUSA’s project team based in Niamey, Niger.
The Technical Director is responsible for providing leadership,
direction and integration of the technical team; coordinating with
implementing teams, and supporting learning and knowledge across the
project and organization.
The Technical Director
oversees a team that provides specialized technical assistance, quality
control, and strategic support across the technical program areas of the
project. The position catalyzes the technical team and the project to
identify and integrate new ideas, and employ evidence-based learning
mechanisms that enable the project to achieve higher levels of technical
quality, learning and sharing, visibility, and thought leadership.
This
position ensures the project activities are aligned with NCBA CLUSA’s
culture and values, particularly the CLUSA Approach, in accordance with
applicable U.S. Federal regulations and organizational policies and
procedures.
The Technical Director reports to Chief of
Party and works closely with the Deputy Chief of Party, Country
Representatives, and the REGIS Team. The position may also provide
technical support and guidance to Regional Coordinators and Program
Managers. The Technical Director is a member of the project senior
management team, and may be called upon to occasionally act in Chief of
Party role or represent the COP with donors, government authorities and
other partners. 25%-30% travel in Burkina Faso and Niger is expected and
often under difficult conditions. There is some international travel in
the West Africa region or beyond.
The NCBA CLUSA
project is “Resilience and Economic Growth in the Sahel – Enhanced
Resilience” (REGIS-ER), a program funded by the United States Agency for
International Development (USAID). The REGIS-ER project seeks to
enhance resilience through sustainable livelihoods, strengthened
governance and improved health, nutrition and hygiene. These broad
objectives are reflected in the following program areas: P1: Community
Livestock Development (Habbanayé plus Animal Feed and Health), P2:
Horticulture, P3: Access to Financial Services, P4: Resilient Production
Systems, P5: Disaster Risk Management and Local Institutions, P6: Water
Services, P7: Hygiene and Sanitation, P8: Community-based Health and
Nutrition. Additionally, here are the cross-cutting technical areas:
Gender and Social and Behavior Change Communication.
ESSENTIAL AREAS OF RESPONSIBILITY:
Strategy and Planning (25%)
- Ensure that local operations are meeting project objectives.
- Participate in project leadership meetings and implement follow-up actions.
- Develop strategies for integrated technical programming.
- Interface with Admin/Finance to resolve bottlenecks and inefficiencies that may arise in program implementation.
Technical Oversight and Quality Assurance (40%)
- Provide formative supervision of (i.e. coach) the technical team.
- Assess and refine technical activities and disseminate lessons learned and identify best practices within the project and among partners and peer organizations.
- Provide specialized technical assistance as appropriate, quality control, and strategic support.
- Serve as key technical resource to Technical Coaches and Project Managers and assist them in the implementation of programs and activities that are integrated.
- Incorporate “evidence-based implementation” that allows staff at all levels of the project to effectively and continually observe, analyze, and adapt to the changing project environments as the operating context of each major activity evolves.
- Supervise directly or indirectly a team of technical coaches, including performance planning and goal setting, on-going support and feedback, and evaluations.
- Travel to the project’s intervention zones in Niger and Burkina Faso to oversee quality of technical delivery and provide support and guidance, as appropriate.
Training and Knowledge Management (30%)
- Maintain and apply technical knowledge and provide training and capacity building for program staff and partners.
- Support the M&E Director in furthering learning and knowledge across the project.
- Provide substantive editing of periodic and technical reports.
- Document and share successes and lessons learned in the format of project reports, publications, and presentations.
Representation (5%)
- Represent REGIS-ER and NCBA CLUSA to donors, key stakeholders and host country government counterparts.
- Collaborate with key counterparts including governmental and institutional partners.
SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:
- Master’s Degree in technical area such as International Development, Rural Development, Public Administration and/or another relevant field (public health, agriculture, natural resource management).
- Minimum 15 years’ relevant work experience including 5 years working in international development programs in West Africa, preference for Niger and Burkina Faso.
- Fluency in English and French is required.
- Significant experience in the areas related to REGIS-ER’s core focus sectors: livelihoods, integrated food security, nutrition, disaster risk reduction and/or governance.
- Demonstrated experience with Knowledge Management and M&E activities, and creating/implementing evidence based learning mechanisms.
- Experience in capacity building, and facilitation.
- Familiarity with USAID Rules and Regulations.
- Previous experience in senior technical and/or management positions on USAID projects preferred.
- Previous experience interfacing with donors and governmental representatives.
- Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
- Excellent interpersonal and communication skills, and the ability to work productively with peers across departments.
- Excellent writing skills in French and English.
- Excellent computer skills (Outlook, Word, Excel).
